The aim of the study is to stabilize the urban structure along Radlická Street, to support the residential character of the locality, to initiate the creation of an active parterre and to stabilize the street space of Radlická spatially and functionally. The study initiates transversal permeability through the area by a series of transversal links and connections not only within Radlicka Street, but in the wider context between Mrázovka and Kesnerka. At the same time, the study proposes the transformation of the residual green areas under Na Loužku Street into the urban park Laurová of local significance. It motivates the linking of solitary park areas into one organic whole by inserting a new pedestrian barrier-free promenade in the line Paví vrch - park Laurová - park Na Farkáně. The study responds to the current state of the site, but above all it is a view of the situation after the Radlická radial is implemented, which will divert transit traffic from the Radlická valley.
CONCEPT
The key is the definition of a new street line in the area between Laura and Radlick School. The study confirms the position of the tram line and symmetrically from this axis delineates the new building = street line of the future development along the southern and northern edge of the street. The newly defined 29.0 m wide street space maintains two through profiles, allows for two-way cycle routes, longitudinal parking and tree planting in a bioactive strip within the 4.0 m wide pavement. At the same time, the study establishes the depth of development of the north side with respect to the green slope values, in the form of a yard line. The starting point of this line is the laying out of a longitudinal barrier-free ramp path in the slope that connects Laurova Street with Na Farkáně Park. To the north of this yard line, the Laurova leisure park is conceived. The rhythm of the transversal articulation of the longitudinal megablock is derived from the existing and newly proposed transversal links in order to connect the Radlicka area with Na Loužku Street in several places and to the south to initiate links to Holubova and Echlátova Streets. Four separate city blocks are being created. In the east of the area it is desirable to close the unfinished corner block Radlická - K vodojemu. At the same time, it is desirable to incorporate the existing separate corner residential building at the western end of the area into the new block. The existing houses are the basis for the height arrangement of the future development. The final structure and scale of the block is a reflection of the subsequent historic parceling. The key is to realise an active parterre in the individual houses. Typical of the commercial, office or small manufacturing space typical of the east side of the street.
Parking for the needs of individual houses is designed in a semi-closed basement, accessible by combined entrances so that the ground floor is maximally available for commercial units. A separate output of the study is the newly defined local park Laurová. Its backbone consists of a new wheelchair ramp path connecting Laurová Park with Na Farkáně Park. The ambition of the path is to initiate a green pedestrian line from the Peacock Hill, through Laurová, Na Farkáně Park, Malvazinka Cemetery and to the area of Šalamounka Park. On a micro scale, the park connects Radlickou Street with Na Loužku Street and the Na Pláni area in the existing and newly proposed axes. The park is not just a transit place, as it is today.
The study establishes activities and defines places that will transform the slope into a recreational and sporting space. At the same time, the path on the slope makes available unused areas above the school that can be turned into a school garden, complete with sports or growing activities. The final image of the site reflects the traditional urban environment that we know from the eastern part of Radlicka in relation to Paví vrch and at the same time from similar Smíchov locations such as Na Zatlance Street in relation to Mrázovka Park or Újezd in relation to Petřín. The aim of the design is a permeable, healthy, naturally vegetated place, clearly defining the street space on one side and the park on the other.
CONCLUSION
The Borough is taking on its role to shape the city. Its motivation is not only a sound financial investment, but above all responsible regulation, which is the basis for adequate urban density that generates a vibrant city. The study of the transformation of a part of Radlick Street is a motivational tool of regulation with a clear vision of a functioning city. It presents basic parameters that can be applied in individual steps or as a whole, whether the investor is the city, a private investor or an association of these entities. It is a guideline and reference element for follow-up actions within the whole area of the former Radlice.
